Can Vietnamese travelers visit Jeju without a visa?

Does a US or Japanese visa allow visa-free transit in Korea?
A qualifying visa or residence permit for the US, Canada, Australia, New Zealand or a listed European country may allow B-2 transit for up to 30 days on an eligible onward/return route. A Japanese visa alone is not in the current third-country transit list. You need a confirmed departure within 30 days and must meet immigration-history, routing and visa-document conditions; merely owning a visa or taking a Vietnam–Korea round trip is insufficient.
