Jeju splits into a north side (Jeju City — where you land) and a south side (Seogwipo — warmer, greener, closer to the famous nature). You'll want a rental car either way; pick the side nearest the sights you care about.
Jeju City (north)

Jeju is a big island best split in two: many visitors spend the first nights near Jeju City in the north, close to the airport, then move to Seogwipo in the south for the waterfalls and Jungmun resort beaches.
A rental car makes far more sense here than public buses, and where you stay along the coast decides whether you wake to sunrise or catch the sunset over the sea.
